PUBLIC HEARING NOTICE
The Ralston City Council will hold a public hearing at 5:30 PM on Tuesday, June 18, 2024. The purpose of the public hearing is to consider the 1st reading of Ordinance No. 1330, an ordinance pertaining to revising and amending Chapter 16, Article II of the Ralston Municipal Code. Public comments will be accepted. An agenda will be kept current and available for public inspection at the Office of the City Clerk, 5500 S. 77th Street, Ralston, Nebraska 68127. Written comments should be addressed to the City Clerk at the above address.

CITY OF RALSTON
Ralston City Council Meeting
Tuesday, May 21, 2024
The complete minutes are on file in the office of the City Clerk and are available for public inspection during regular business hours or on the City’s website at www.cityofralston.com.
The Ralston City Council met in regular session on Tuesday, May 21, 2024 at 5:30 PM at Ralston City Hall. The Pledge of Allegiance was recited. Roll was called with the following present: Mayor Groesser, Council members Brousek, Kjar, Preis, Kavanaugh, and Fideline. Absent: Krause.
The agenda was available at City Hall for public inspection and posted prior to the meeting. The legal notice for the meeting was published in the Daily Record. Claims listed are approved and part of these minutes.
Mayor Groesser welcomed the press and guests. Groesser said the meeting is subject to the Nebraska Open Meetings Act. A copy of the Act is posted at the rear of the Council Chambers and is available to view on the City’s website at www.cityofralston.com.
The City Council reviewed the following items under the consent agenda. Approval of City Council Minutes from May 7th Council Meeting; Approval of Claims; Financial Statements – April 30, 2024; Department Head and/or Commission Reports. Moved and seconded to approve the Consent Agenda. Aye: Brousek, Kjar, Preis, Kavanaugh, and Fideline. Nay: None. Absent: Krause. Motion carried.
Freshman gave an update on the dog park. Hoppe reported for Dittmer stating the rains have uprooted approximately twenty tons of asphalt out of several potholes in town. Leonardo reported that Officer Monk, the newest officer, is doing great. Leonardo also noted that Officer Grob won an award from MADD. Peña gave an update on the summer reading program at the library. Utterback reported forty-one calls last month with the majority of them being EMS calls. Schulz gave an update on events scheduled at the Liberty First Credit Union Arena. Roeder stated that there was a nice turnout for last weeks tunes on the green event. There is a Memorial Day event planned for Monday. Yoga on the green starts on June 3rd. Roeder noted that the next tunes on the green is scheduled for June 20th.
Dolan and Samantha Delano, residents from Ralston gave a presentation advocating for backyard chickens within Ralston’s city limits. Several members of the public spoke, both in support and in opposition.
Mayor Groesser opened the public hearing on the Interlocal Cooperation Act Agreement for Continuation of the Papillion Creek Watershed Partnership. Mayor Groesser closed the public hearing. Moved and seconded approval of the Interlocal Cooperation Act Agreement for Continuation of the Papillion Creek Watershed Partnership. Aye: Brousek, Kjar, Preis, Kavanaugh, and Fideline. Nay: None. Absent: Krause. Motion carried.
Mayor Groesser opened the public hearing on a Second Amendment to the KEYFM Lakeview, L.L.C. Redevelopment Plan. A few members from the public spoke regarding the amendment.
Councilman Krause arrived at the meeting. Mayor Groesser closed the public hearing. Moved and seconded approval of the Second Amendment to the KEYFM Lakeview, L.L.C. Redevelopment Plan. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Moved and seconded to approve Resolution 2024-03, a resolution pertaining to Ballfields Rental Funds Management. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Moved and seconded the purchase of a three-year lease for a 2024 Chevy Tahoe PPV for the Police Department in the amount of $49,136.30. Aye: Brousek, Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: None. Absent: None. Motion carried.
Kjar moved and Fideline seconded a change order for Park Drive Reconstruction project number 181714.23 Some discussion took place regarding council member’s support or opposition. Aye Kjar, Preis, Kavanaugh, Krause and Fideline. Nay: Brousek. Absent: None. Motion carried.
Public Comment: Rich Shively stated he is happy so many people are in attendance at the meeting. He is concerned about some tall grass and weeds around town. He also discussed sidewalks. Keith Kettelhut stated that he is in favor of the work being done on Park Drive. He would like the city to look at all the flooding that occurs when the city receives heavy rain. Dennis Wesley spoke about a pony he had years ago. George Sevick expressed his concern about the use of paper bricks and the possible maintenance issues in the future. Samantha Delano expressed her support for the park drive renovation and planning for the future.
Council Comment: Brousek stated he is happy so many people are in attendance tonight and participating in their government. Fideline reminded everyone about the Memorial Day event. Kavanaugh told the audience how important it is to participate in their government. Groesser stated his appreciation for everyone attending the meeting and participating in their government.
There being no further business to come before the Council, the meeting adjourned at 7:11 PM.
The next meeting is Tuesday, June 4, 2024 at 5:30 PM.
