VILLAGE OF WATERLOO
SPECIAL MEETING PROCEEDINGS
September 11, 2023
The Board of Trustees of the Village of Waterloo met for a Special Meeting on October 16, 2023 at 4:00 pm in the Village Office, 509 S. Front Street. Present were Chairperson Travis Harlow and Trustees Sass, Rochford, A. Harlow. Trustee Rotert was absent. Clerk Smith was also present.
Chairperson T. Harlow called the meeting to order at 6:00 pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.
The Board gave an overview of the proposed streets project and provided an update on financing. After preparation of the budget, it was found that the project could be completed as presented without any additional property tax increases.
The meeting was adjourned at 6:21 pm. The next regular meeting is scheduled for September 11, 2023 at 7:00 pm.

REGULAR MEETING PROCEEDINGS
October 9, 2023
The Board of Trustees of the Village of Waterloo met for a Regular Meeting on October 9, 2023 at 7:00 pm in the Village Office, 509 S. Front Street. Present were Chairperson Travis Harlow and Trustees Rotert, Sass, Rochford. Trustee A. Harlow was absent. Attorney Solomon and Clerk Smith were also present.
Chairperson T. Harlow called the meeting to order at 7:00 pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.
Minutes from the September 11, 2023 Regular Meeting minutes, September 29, 2023 Special Meeting minutes and the September Treasurer Report were approved as presented.
The following bills were approved be paid: Black Hills-Heat 204.90, Consolidated management-training meals 10.75, Cox-phone 914.94, Frederick-library book 50, Garage door services-repairs 280, Hike-library it support 300, Ingram-library books 52.74, JCI-WWTF repairs 10784, JDs Carwash-cruiser expenses 57.80, Menards-supplies 19.98, Mutchie-park repairs 155, NHS-contracted animal enforcement 533, NE Law enforcement-training expenses 105, Orkin-building maintenance 239.97, Papillion Sanitation-trash 365.01, Rob’s oil-fuel 2688.92, Rochford-mileage 75.33, Solomon-attorney fees 1500, Trekk-storm sewer jetting 3302.50, Verizon-cell 365.35, WFD-reimbursement 1573.71, Wiesco-wwtf repairs 2930

The following motions were approved:
- To approve Resolution 10-09-23-02, to approve repair of UV system by MC2 in the amount of $5,521.00
- To approve Resolution 10-09-23-03, to approve purchase of cruiser from ESU Pursuits in the amount of $45,050.00
- To approve payment of invoice from ESU Pursuits in the amount of $45,050.00
- To approve Resolution 10-09-23-04, to approve repair to storm sewer pipe near N. Front and 4th by Astro Concrete in the amount of $11,250.00
- To approve Resolution 10-09-23-05, to approve purchase and installation of equipment on maintenance truck by Elite Vehicle Outfitters in the amount of $2,974.97
- To approve Resolution 10-09-23-06, to approve tree trimming in Garry Lee Memorial Park by Out on a Limb in the amount of $1,475.00
- To approve Resolution 10-09-23-07, to approve tree removal at the baseball field by Out on a Limb in the amount of $500.00
- To approve Resolution 10-09-23-08, to approve appointment of Jodi Christensen as a Library Board member
- To approve Resolution 10-09-23-09, to approve appointment of Wilma Updike as a Library Board member
- To approve Resolution 10-09-23-10, to approve quote for dirt work at baseball field
There being no further business, the meeting was adjourned at 7:55 pm. A Special Meeting is scheduled for October 16, 2023 at 4:00pm and the next regular meeting is scheduled November 13, 2023 at 7:00 pm.

The Board of Trustees of the Village of Waterloo met for a Special Meeting on October 16, 2023 at 4:00 pm in the Village Office, 509 S. Front Street. Present were Vice-Chairperson Rotert and Trustees Sass and Rochford. Trustees T. Harlow and A. Harlow were not present. Attorney Solomon and Clerk Smith were also present.
Vice-Chairperson Rotert called the meeting to order at 4:00 pm and stated the location of the Open Meetings Act. Notice of the meeting was duly exercised and mailed per the bylaws.
The following motions were approved:
- To approve Resolution 10-16-23-01, to approve quote bid provided by Mack Bros. for dirt work at baseball field using Keno funds if funds are not available in the budget and getting additional bids for sprinklers and sod
- To approve Resolution 10-16-23-02, to approve from Trekk for maintenance project for the sanitary sewer system
- To approve Resolution 10-16-23-03, to approve from Trekk for maintenance project for the storm sewer system
- To approve Resolution 10-16-23-04, to approve from Trekk for clean out and inspection of levee trench drains
- To approve Resolution 10-16-23-05, to approve repairs to maintenance shop by Garage Door Services in the amount of $3,650.00
There being no further business, the meeting was adjourned at 4:29 pm. The next regular meeting is scheduled for November 13, 2023 at 7:00 pm.
